This does sound like the Agile Manifesto being restated.

Agile does not mean SCRUM, KANBAN, Pair Programming, those are methodologies.

I tend to boil the Agile Manifesto down to Dwight D Eisenhower's aphorism "Plans are useless, but planning is indispensable."
